Design token layer

Tier-0 primitives → Tier-1 product-semantic tokens → Tier-2 runtime org-brand tokens. Tailwind and shadcn/ui consume CSS custom properties only — never a raw hex. This page is the executable proof of the token contract.

Swapping --org-accent on :root re-themes brand chrome only. The status cluster below does not change — --status-* never references --org-*, so governance/data surfaces are never org-configurable.
